LCI Profile

Langholm Consulting Inc.(LCI) was founded by owner Hugh Little in 1999. Hugh's background includes several years in management in the electronics industry followed by over 20 years with Public Works and Government Services Canada (PWGSC) in the procurement and contracting fields, the last 10 years at the executive level.

Hugh Little

Hugh is a seasoned executive with extensive experience in the fields of procurement, contracting, costing and finance. In his last position with the government he was the executive responsible for providing contractual costing services to all procurement organizations in PWGSC and for procurement offices in Koblenz Germany and London England. He also had responsibility for PWGSC's Industrial Security Program. He has an in-depth knowledge of Canadian industry, government contracting policies, practices and procedures including contractual costing and auditing.

Hugh has extensive negotiation experience and was directly involved with the negotiation of several major government procurement projects over the years.He was instrumental in resolving many contractual disputes between suppliers and the government and has extensive experience in dispute resolution.

Company Operations

Since its inception, LCI has been engaged by private sector firms to provide procurement/contracting advice and for proposal preparation in support of bids being submitted to the Canadian Government. On the government side, LCI has provided procurement advice and fairness monitoring assistance to many government departments in support of complex procurement initiatives and conducted other procurement related reviews and studies. To ensure that the clients' interests are protected and that the best possible advice is tendered, LCI uses the services of associates with diverse backgrounds for larger projects.
